U.S. bank queried payments for Ghana ambassador’s residence renovated by company owned by embassy’s IT officer

Citibank raised red flags when Ghana’s Embassy in the United States sent nearly $296,000 to renovate its ambassador’s residence. The money went to Stefrann LLC, a company owned by the embassy’s own IT officer, Fred Kwarteng.

The embassy made two payments to Stefrann LLC for renovation and furnishing work at the Washington residence. The first payment of $159,043.84 went through in February 2019. A second payment of $136,864.00 followed in June 2020.

Janet Maku Koranteng, the Chief Treasury Officer at the time, confirmed to auditors that Kwarteng owned the vendor company.
